• SCBA (Social Cost Benefit Analysis) एक ऐसी technique है जिसका उपयोग यह evaluate करने के लिए किया जाता है कि कोई project society (समाज) के लिए कितना beneficial है।

  यानी यह सिर्फ यह नहीं देखता कि project से profit कितना होगा, बल्कि यह भी देखता है कि इसका समाज पर overall क्या प्रभाव पड़ेगा।

• आसान भाषा में कहें तो, SCBA यह measure करता है कि किसी project से लोगों को फायदा ज्यादा हो रहा है या नुकसान।इसमें society के सभी लोगों को ध्यान में रखा जाता है, ना कि सिर्फ company या investor को।

• इस method में दो main चीजों का comparison किया जाता है:

  (1) Social Benefits – जैसे रोजगार (employment), बेहतर infrastructure, public सुविधाएं
  (2) Social Costs – जैसे pollution, environmental damage, displacement

  इन दोनों को compare करके final decision लिया जाता है।

• यह private profit के बजाय public welfare (जनकल्याण) पर focus करता है। यानी अगर किसी project से company को profit हो रहा है लेकिन society को नुकसान हो रहा है, तो SCBA उस project को सही नहीं मानेगा।

• सरकार (government) और public sector projects में इसका सबसे ज्यादा use होता है। क्योंकि सरकार का main goal profit नहीं बल्कि लोगों की भलाई (welfare) होता है।
